It’s sadly exclusive to the flagships.

Similar to the Call Screen feature on Google Pixel phones, the Bixby Text Call feature on Samsung phones lets the assistant pick up the call on your behalf and ask the caller why they’re calling. You get a real-time transcript of what the caller says, and Bixby reads your responses out loud.
Bixby Text Call was introduced with One UI 5 but was limited to Korean; with One UI 5.1, there’s now support for English as well. The feature is designed mainly to deal with spam calls, but you can also use it when you’re, say, in a meeting and can’t answer the phone.
